Licenses Available

Adding a minimum of 144 new small businesses to the existing 382 licensed and certified cannabis businesses in the state.

License Application Lottery

All new license holders will be selected at random, by lottery. To ensure statewide access, 18 of these new businesses will be added in each of the state’s eight congressional districts over time. At least six of those new businesses in each district must operate as dispensaries. The remainder will be designated as wholesale facilities, a new category that allows operators to both cultivate the plant and manufacture cannabis products such as edibles, vape cartridges, topicals, and concentrates.

Current Regulations for Marijuana in Missouri

Missouri Department of Health has released draft regulations and amendments to the current rules for medical marijuana, adopting the rules for the new adult use program. Those amendments is located HERE, and public comments will be open until 11/25/22.

Missouris Marijuana History

2018: In November of 2018, Missouri residents voted yes on Amendment 2, which legalized medical marijuana for registered patients with serious health conditions.

2020: After a year of setting regulations, dispensary licenses were awarded in January 2020. And the competition was fierce: 192 licenses were issued to a pool of over 1,200 applicants. The first dispensaries opened their doors in Missouri in October 2020.

According to the Missouri Department of Health and Senior Services (DHSS), “the number of dispensary facility licenses will be limited to 192, unless the department determines the limit must be increased in order to meet the demand for medical marijuana by qualifying patients.”

On November 6, 2018, Missouri voters passed Amendment 2, authorizing the launch of a new medical marijuana program in the state. Under the amendment, the Department of Health and Senior Services must accept medical marijuana dispensary applications no later than August 3, 2019.
